Understanding Customs Clearance Services

Shipments entering the Mauritian territory are subject to the customs regulations applicable at the time of entry. Some shipments will require to be custom cleared and some commodities will also require regulatory agency clearance. 

We offer an in-house clearance service but you can also elect to appoint your own broker to clear your shipments – a documentation fee will be levied. 

A commercial invoice must be produced for all shipments (must contain shipper/recipient details, description of the content, quantity, and itemised value, country of origin and currency used) – customs may request a proof of payment or refer a file to their valuation department to determine the value of your imported goods.

REGULATORY AGENCIES

When possible Rennel will facilitate the examination of your shipments by the concerned agencies but you may be required to provide additional information and documentation. It is only after your shipment is cleared by the concerned regulatory agency that your file may be submitted to customs for processing.
Below are the list of regulatory agencies and examples of concerned commodities
  • AMB Agricultural Marketing Board (seeds/vegetables)
  • CFC CFC Free Certificate (Heater, Refrigerator or Air conditioning units)
  • DCCB Dangerous Chemicals Control Board (chemicals, powders, gas)
  • DVS Division of Veterinary Services (animal products)
  • FCB Film Classification Board (movies)
  • FIU Food Import Unit (items for animal or human consumption)
  • ICTA Information and Communication Technologies Authority (telecommunication equipment)
  • MFC Mercury Free Certificate (batteries/cells)
  • MIC Ministry of Commerce (weighing scales, sports equipments, etc)
  • MOE Ministry of Environment (plastic items)
  • MOF Ministry of Fisheries (fishing apparatus)
  • MSB Mauritius Standard Bureau Approval (items requiring certification, mostly toys)
  • Napro National Agricultural Product Regulatory Office (Ex Tea Board/Ex Tobacco Board) (Tea and Tobacco products)
  • NPPO National Plant Protection Office (items containing plant or plant parts)
  • PB Pharmacy Board (food supplement, medicine)
  • POL Police Department (mostly weapons)
  • RPA Radiation Protection Authority (radioactive products)

FOR CLEARANCE UNDER SIMPLIFIED CUSTOMS ASSESSMENT FORM

As per MRA regulations, we will need your identification details(TAN Number or NIC) to proceed with your clearance under Simplified assessment form.
Once we have received your identification details and formal approval to clear we will submit the file to customs within 2 hours.
Once customs have released your shipment it will be removed from bond and made available for delivery in the next planned run.

FOR CLEARANCE UNDER A BILL OF ENTRY

We require you to formally appoint our services, you will then be requested to provide you formal consent to clear your shipment and approve a draft bill of entry.
You will then be required to settle the amount payable and the file will be submitted to customs.
Once customs have released your shipment it will be removed from bond and made available for delivery in the next planned run.

FOR CLEARANCE BY YOUR OWN BROKER

Once we have received the delivery allowed document your designated broker, your shipment it will be removed from bond and made available for delivery in the next planned run.

Storage

We may assess a storage fee if a shipment remains uncleared in our bonded facility more than three days after landing in Mauritius.

Broker Document Transfer

Broker Document Transfer gives you the flexibility to self-clear using your own customs-clearance department or use a Brokerage company of your choice to clear an inbound shipment, while we provide all paperwork to you or your selected broker.

Landing and Shipping

Upon request, we will prepare the necessary documentation and process the reexportation of your inbound shipment

Delivery to freeport / bonded zone

Upon request, we will prepare the necessary documentation, provide the required vehicle and deliver your inbound shipment to a freeport zone or bonded warehouse.

Other Government Agency

Some commodities are regulated and controlled by separate local government agencies and are subject to specific clearance processes. To expedite the clearance of your shipment we will provide the file processing necessary to submit the required information with the respective Regulatory Agency. We will invoice you a fixed processing fee for this work.

Disposal

If the recipient fails to submit a regulatory license or other forms required for import into Mauritius, and you refuse to have the shipment returned to you at your cost, we will destroy the shipment in accordance with Mauritius Customs requirements and bill you a weight-based processing fee for this work.
